If you are OK with building on *nix at the command line, then there's a howto here:

It refers to fltk-1.1.7 (that's how old it is) but the process remains the same.
Get mingw and Msys and the MsysDTK, and from there on out it is exactly like building at the command line on linux.
Do Not under any circumstances use the preconfigured makefiles, they are just *&%£ and I do not know why we even ship them any more...
